I will definitely agree with you that HMOs suck; however, if you look at the Health Maintenance Organization Act of 1973, you will clearly see that the original sponsor was Edward Kennedy. So while you may try to blame Nixon for his involvement in HMOs, on January 4, 1973, it was Edward Kennedy who introduced what would become public law 93-222. The earliest known HMO was created in 1910, three years before Nixon was even born. As he personally did not create the HMO and did not originate the HMOA of 1973, I think he is hardly to blame for it.
